In Haryana and the broader Delhi NCR region, agricultural land or general-use land cannot be used for commercial or industrial purposes without formal government approval known as a Change of Land Use (CLU). This approval is issued by the Director General, Town & Country Planning (DGTCP), Government of Haryana.
